Programme Rules

In order to simplify the management of EU Funding, we have created a single document that will cover all rules and regulations that projects must adhere to.  It covers issues relating to budgeting, procurement, state aid, monitoring and reporting.  You can download a copy of this document using the link below

The Programme Rules Document is a consolidation of the following EU Regulations and Guidance:

The EU Regulations which govern the PEACE and INTERREG 2014-2020 Programmes were approved by the by the European Council and the European Parliament on 17 December 2013, and came into force on 21 December 2013.  All regulations and other documents are available at http://ec.europa.eu/regional_policy/information/legislation/index_en.cfm

The most relevant regulations and documents for these programmes are:

  • Regulation (EU) No 1303/2013 laying down the Common Provisions for all funds including ERDF

This proposal sets out common rules on planning of programmes, thematic objectives, financial management and monitoring and evaluation of programmes.  These rules will apply to the European Regional Development Fund (ERDF), the European Social Fund (ESF), the Cohesion Fund, the European Agricultural Fund for Rural Development (EAFRD).

  • Regulation (EU) No 1301/2013 on the ERDF and on specific provisions concerning the investment for growth and jobs goal

This proposal sets out the rules in relation to the overall goals of cohesion policy and the management and control systems for cohesion policy funded by the European Regional Development Fund (ERDF).  Funding for the PEACE and INTERREG Programmes will come from the ERDF and are therefore subject to the provisions of this Regulation.

  • Regulation (EU) No 1299/2013 on specific provisions for the support from the ERDF to the European Territorial Co-operation goal

This proposal sets out the specific programming and reporting arrangements for cross-border, transnational and interregional programmes.  It sets out priority objectives for the ERDF, eligibility criteria, financial resources available and criteria for their allocation.  It also sets the implementation arrangement, including plans for financial management and control.  the PEACE IV and INTERREG VA Programmes will be funded as European Territorial Programmes and are therefore subject to the provisions of this Regulation.

  • Regulation (EU) No 1304/2013 on the European Social Fund

This proposal sets out the specific programming and reporting arrangements and the types of expenditure eligible for the European Social Fund including the Youth Employment Initiative.

  • Regulation (EU) No 1290/2013 for Horizon 2020

This proposal sets out the rules for participation and dissemination in "Horizon 2020" - the Framework Programme for Research and Innovation (2014-2020).

 

Commission Implementing Regulations

The EU Commission is also preparing a number of delegated and implementing acts, which will further detail implementation provisions as set out in the main regulations.

  • Commission Implementing Regulation (EU) No 184/2014 - Laying down rules pursuant to Regulation (EU) No 1303/2013 with regard to terms and conditions applicable to the electronic data exchange system and adopting pursuant to Regulation (EU) No 1299/2013 with regard to the nomenclature of categories of intervention for the European Territorial Co-operation.
  • Commission Implementing Regulation (EU) No 215/2014 - Laying down rules for implementing Regulation (EU) No 1303/2013 with regard to methodologies for climate change support, the determination of milestones and targets in the performance framework and the nomenclature of categories of intervention for the European Structural and Investment Funds.
  • Commission Implementing Regulation (EU) No 288/2014 - Laying down rules pursuant to Regulation (EU) No 1303/2013 with regard to the model for operational programmes for Investment for growth and jobs programmes and pursuant to Regulation (EU) No 1299/2013 with regard to the model for cooperation programmes for the European Territorial Co-operation.
  • Commission Implementing Regulation (EU) No 821/2014 - Laying down rules for the application of Regulation (EU) No 1303/2013 with regard to the reporting on financial instruments, information and communication and the system to record and store data.
  • Commission Implementing Regulation (EU) No 964/2014 - Laying down rules for the application of Regulation (EU) No 1303/2013 with regard to the financial instruments.
  • Commission Implementing Regulation (EU) No 1011/2014 - Laying down rules for implementing (EU) No 1303/2013 with regard to the models for submission of certain information to the Commission and the rules concerning the exchanges of information between beneficiaries and all bodies.

 

Commission Delegated Regulations

  • Commission Delegated Regulation (EU) No 240/2014 - on the European code of conduct on partnership in the framework of the European Structural and Investment Funds.
  • Commission Delegated Regulation (EU) No 480/2014 - supplementing Regulation (EU) No 1303/2013
  • Commission Delegated Regulation (EU) No 481/2014 - supplementing Regulation (EU) No 1299/2013 with regard to specific rules on eligibility of expenditure for cooperation programmes.
  • Commission Delegated Regulation (EU) No 522/2014 - supplementing Regulation (EU)No 1301/2013 with regard to the detailed rules concerning the principles for the selection and management of innovative actions in the area of sustainable urban development to be supported by the European Regional Development Fund.

The Common Provisions Regulation, the ERDF Regulation and the European Territorial Co-operation Regulation form part of a package of proposals, which are collectively referred to as the Common Strategic Framework (CSF).  The other regulations in this package relate to the European Social Fund (ESF), the European Agricultural Fund for Rural Development (EAFRD) and the European Grouping of Territorial Cooperation (EGTC).
